laya.cpp: Optimized laya near-instant decision making

A developer implemented Laya in C++ using Codex Astra, aiming for faster execution than the original Python version. Benchmarks on a 250-question corpus show significant performance improvements, with the C++ implementation processing hundreds of questions per second compared to Python's tens or hundreds.
