I'm using Claude's desktop app on Windows (build 1.49585.0, Electron 44.2.0, Node 24.20.0) and trying to grant it screen-control access to an app (Notepad, in my case) so it can read a file on my behalf. Every time the "Claude wants to use Notepad" approval card pops up, it only shows a Deny button. There's no Allow/Accept option visible anywhere on the card, so there's no way to actually grant the permission. It also shows when I try to give it access to control my PC

I've tried this 3+ times over a few minutes (different app, same result), and it's consistent not a one-off render glitch that fixed itself on retry.

a setting I need to toggle somewhere first (e.g. some OS-level permission that has to be granted before the in-app dialog will show both buttons)
